How do property tax appeals work in Los Angeles County?
If you believe your property is over-assessed, you can file an appeal with the LA County Assessment Appeals Board. The filing window typically runs July 2 through November 30 each year. You’ll need evidence that the property’s market value is less than the assessed value on the assessor’s January 1 lien date. An independent appraisal is the strongest evidence type.
Can a tax appeal actually reduce my property taxes?
Yes — if your assessment exceeds market value. Under Prop 13, your assessed value generally rises 2% per year, but the assessor must reduce assessment if market value drops below the assessed value (Prop 8 reduction). Successful appeals can save thousands per year and may apply retroactively for one year. The savings continue annually until the market recovers above the assessed value.
What value date does the appraisal need to reflect?
For California property tax appeals, the appraisal must be effective as of January 1 of the tax year being appealed. This is a retrospective appraisal — it estimates what your property was worth on that specific date based on then-available market data. We frequently perform January 1 retrospective appraisals to support tax appeals in LA County.
What evidence does the Assessment Appeals Board want?
The Board values: comparable sales analysis as of the lien date, condition documentation, any specific factors making the property less valuable than the assessor assumed (deferred maintenance, location issues, market conditions), and a USPAP-compliant report with defensible methodology. How quickly do I need to act on a tax appeal?
File the appeal by November 30 of the relevant year. The Board then schedules the hearing, often 1–3 years later given backlog. We can perform the appraisal at any point but it’s most efficient to have the appraisal ready when you file or shortly thereafter, so you have time to organize evidence and prepare for the hearing.
